What it is & how it is made

An intense sweetener that is a chlorinated sugar derivative, produced by replacing three hydroxyl groups of table sugar (sucrose) with chlorine atoms.

Where it is used

Used in energy-reduced or no-added-sugar beverages, desserts, dairy products, confectionery, chewing gum and table-top sweeteners. It is authorised in the lists of EU Regulation (EC) No 1333/2008 and the Turkish Food Codex Regulation on Food Additives.

Health note

In its 2026 re-evaluation (EFSA Journal 2026;24(2):9854) EFSA concluded that there is no need to revise the acceptable daily intake (ADI) of 15 mg/kg body weight per day established by the SCF; that ADI had been derived by applying an assessment factor of 100 to a NOAEL of 1,500 mg/kg body weight from a 26-week study. Exposure estimates for the currently authorised uses did not exceed the ADI and the Panel stated that there is no safety concern at the reported uses and use levels. For the proposed extension of use in fine bakery wares, however, the uncertainty regarding the potential transfer of chlorine to organic molecules could not be dismissed unless restrictions on baking temperature and time are applied.

Halal assessment

Its raw material is sucrose of plant origin (sugar cane or sugar beet); the conversion is carried out chemically and no animal input is reported in the EFSA opinion. Consult the manufacturer's halal certificate for a definitive answer.
